I'm surprised that, even though he was shown in some parts....Norimaro didn't make it in as he's one of the more interesting secret characters. He's a caricature of Noritake Kinashi, presented as a nerdy NEET who, in his ending, ended up ruling the world and making history class harder...and its dummied out in the international versions because yes, they actually had the idea to put him in there, translations (and censorship) and all. He can be reactivated and played with with MAME cheats as he was just dummied out. I can figure out that he went unused due to him being not known literally anywhere else and also licensing issues regarding NHK and Arrival, the companies he worked for.... Funnily enough there's unused sprites where he was going to show his pervy side, as he had a nosebleed attack from thinking about some Capcom girls (including Anita....and also Zangief for some reason) and a panty peeking winpose. Also unused was a super for Blackheart that had Mephisto appear and breath fire, so there's that.

Side note.. Not to be an @$$ but if anybody played these games and tried multiple characters and understood a little on how they play. Then how wouldn't you see how the ai is cheating. Guile walking up for seconds and hitting a flashkick like a dp, balrog(boxer) doing multiple charge moves consecutively like he's spamming a normal and wake up invincible moves that I'm pretty sure wasn't possible in the og sf2 games.

Zangief is the worst cheater in sf2.. Some versions might have exclusive weaknesses but if he's on bullshish, no matter the version he's the real boss of this game.. Bison is a baby compared to gief imo the worst ai to face (even if there's better fg bosses he's not a boss and is worse than bosses straight bs)
